Are the US and EU Economies Decoupling?
Trade policy shifts and transatlantic interdependence, 2025–2026
Since April 2025, the US and EU have been through a turbulent stretch of trade policy: new tariffs, a Supreme Court ruling striking down part of the US tariff authority, a negotiated framework agreement, and a 15% ceiling now on most US tariffs on EU goods. Headlines describe this as “decoupling” — this talk asks whether that word is accurate.
Drawing on the latest trade, services, and investment data, the presentation examines what has actually changed, asking how much of the relationship has genuinely shifted, and where.
Florence Bouvet is an economist, currently with the Legislative Analyst's Office in Sacramento. She taught economics for nearly twenty years in the Department of Economics at Sonoma State University (2007–2025), teaching courses ranging from US Economic History to International Economics, Econometrics, and the Economics of European Integration. Her research, drawing on focused on income inequality, political economy, and economic integration, and has resulted in eighteen peer-reviewed publications.
